Utility Billing

The City operates the sewer utility for most of the City. Utility Billing is responsible for all municipal sewer utility billing including wastewater excise tax and bimonthly sewer bills. The current property owner is responsible for all charges on the bill. By law, the charges remain with the property. If ownership of the property changes, the buyer and the seller must arrange for payment of all charges.

City Extends the Utility Late Fee Moratorium 

The utility late fee and shut off moratorium issued by Governor Inslee in March 2020 ended on September 29, 2021.  The City is extending the moratorium on late fees through the end of 2021.  

Beginning with the January/February sewer bill, if the sewer bill is not paid by the due date (March 1, 2022), late fees will be assessed. The late fee assessed is 10 percent of the bi-monthly sewer charges bill for January and February.

If you want to make sure you pay your bill on time and avoid late fees, consider setting up auto-pay available through our online payment system. If you use an electronic check (ACH/EFT) there is no service fee.  You need to register and setup a customer profile to have access to this service.

Bill Payment Options

Option 1 - Pay Bill On-line

View and pay on-line with eCheck or Visa/Mastercard/Discover. You can also setup paperless billing. Payments made by ACH/EFT are free, credit card payments incur a $3.95 service fee. There is a maximum payment amount of $400 for credit card payments.

Please note: If you pay online or set up any of the online services like paperless billing, auto-pay, etc, you will receive emails from the online payment system provider INVOICE CLOUD.
