Capital Improvement Program

In November 2007, the City Council passed the 2008-2013 Capital Improvement Program (6-year CIP). The City has appropriated funds for the items in the 2007-08 budget cycle. The items in the 2009-2013 are projected items.

Current Projects

1. Blue Heron Park Pedestrian Bridge - Summer 2010

The City of Lake Forest Park intends to construct a pedestrian bridge with abutments (approximately 60 feet long and 6’ wide) that will span from Blue Heron Park across McAleer Creek to connect with Brookside Boulevard NE. The design of the bridge will not be complete until after the open house. The bridge will provide a pedestrian connection for the Hamlin Road NE and Sheridan Heights residents to the Towne Centre.  No work is anticipated in the stream channel or wetland. All trees will be replaced in a 1:1 ratio with species native to the watershed.

2. McAleer Creek Bypass Retrofit - Summer 2011

The City of Lake Forest Park has experienced severe flooding in the Town Center and Sheridan Beach neighborhoods three times in the past 20 years. In 1994, when the Sheridan Beach neighborhood was part of unincorporated King County, the County constructed the McAleer Creek Bypass to divert high flows in McAleer Creek around the Sheridan Beach neighborhood to a point downstream that has sufficient. In 2007-09 the City of Lake Forest Park performed a flood reduction study that determined the intake facility becomes obstructed with debris from the stream reducing it ability to bypass flows by up to 40%. As a result, the plan identifies a retrofit project that would increase the capacity of the facility to bypass high flows. The planning level cost estimate for this project is $250K. The State of Washington appropriated funding for this project in 2010 to be administered through the Washington State Department of Transportation (WSDOT). The City is working to prepare a request for proposals for design and construction of this project and coordinating with WSDOT. An open house for this project is expected in spring 2011. 

3. Lyon Creek Permanent Flood Reduction Solution Alternative - Identifying Funding Alternatives

The City performed a flood reduction study in 2007-09 that identified a Lyon Creek Permanent Flood Reduction solution alternative. The Study identified two exclusive alternatives that will each significantly reduce the severity and occurrence of flooding in the Town Center and Sheridan Beach area by eliminating the 120 cfs overflow from Lyon Creek to McAleer Creek that causes the flooding. The first solution is to construct a high-flow bypass system at the 178th St. culvert on Lyon Creek to divert high flows to point on Lyon Creek downstream of Bothell Way. The other alternative is to increase the capacity of the Lyon Creek stream channel beginning behind the Town Center to a point downstream of Bothell Way. The planning level cost estimate for these projects ranges from $2.9-3.1 Million. The City is working to identify funding alternatives for this project.
