CITY OF LAKE FOREST PARK DETERMINATION OF NONSIGNIFICANCE (DNS)

Description of proposal: Non-project proposal to amend Lake Forest Park Municipal Code (LFPMC) Chapter 18.34.020 to clarify that food and alcohol consumption is allowed on-premises on those properties that have the Neighborhood Business (BN) zoning designation.

Location of proposal, including street address, if any: This is a non-project action. The proposed amendment would apply to all properties zoned for Neighborhood Business within the city limits of Lake Forest Park.

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. Information related to this decision is available to the public upon request.

Public Hearing: The City Council will hold a public hearing on these amendments on December 14, 2017 at 7:00pm in City Hall (17425 Ballinger Way NE).

This DNS is issued under WAC 197-11-340. The lead agency will not act on this proposal until the comment and appeal periods have expired. Comments on this determination must be submitted by December 1, 2017.

Description of proposal: To modify an existing joint-use pier with construction of a new ell; replacement of ten existing pier piles; and replacement of two boat lifts. Applicant will replace existing wooden decking with grated decking, plant shoreline vegetation, and remove three existing wood piles which are no longer in use.

Public Comment: Public comments are accepted through the close of the public hearing. Environmental Review: The City of Lake Forest Park has reviewed the proposed project for probable adverse environmental impacts and has issue a determination of non-significance (DNS) for this project. The optional DNS process (WAC 197-11-355) has been used. Since the Notice of Application was combined with the optional SEPA determination, the comment periods were running in tandem.
